Pavel Havlíček is an AMO Research Fellow. His research focus is on Eastern Europe, especially Ukraine and Russia, and the Eastern Partnership. He also deals with questions of security, disinformation and strategic communication as well as democratisation and civil society support in the CEE and post-Soviet space.
| Pavel is a graduate of the two-year-long Erasmus Mundus International Master in Russian, Central and East European Studies hosted by the University of Glasgow and the EU Studies at the Jagiellonian University in Krakow, Poland. In 2013, he spent his Erasmus study exchange at the University of Kent, United Kingdom. In 2014, he did a study internship at the Faculty of International Relations of St Petersburg State University in Russia. He had internships in several European and national institutions, including the European Parliament, Czech Ministry of Foreign Affairs, or People in Need NGO and the European Endowment for Democracy (EED) in Brussels. In 2019-20, he was the Rethink.CEE Fellow at the German Marshall Fund of the United States working on a research project “The EU’s Lessons for Supporting Civil Society in Member States”. During 2020-21, he was the James S. Denton Transatlantic Fellow at the Center for European Policy Analysis (CEPA) in the US. In 2021/22, he cooperated with Visegrad Insight as their Marcin Król Fellow. In May 2022, he was re-elected to serve a two-year-long-term as the Board member of the EU-Russia Civil Society Forum. Since August 2020, he has been serving as a Russia research coordinator and advocacy coordinator within the MapInfluenCE project. Track record of work on disinformation: • AMO has been involved in implementation of the Disruption Framework in the Czech context and cooperating with the Alliance4Europe since autumn 2025, • Since 2016, it has been running the Czech version of the originally Ukraine’s StopFake debunking of Russian propaganda and disinformation, • In the PRC direction, AMO has been one of the leading European think tanks operating two projects MapInfluenCE focusing on the role of Russian and Chinese manipulations (and their cooperation) and CHOICE network involving countries of the CEE, • AMO is also involved in resilience-building, education as well as developing and implementing practical tools and instruments, such as sanctions, digital regulation or counter-FIMI guidebooks, including in the area of elections. • As of autumn 2025, AMO is part of the pan-European project driven by European Exchange (and the EPDE consortium) focusing on protection of elections and promoting good practice in the area of election integrity (DIVE project), • Most recently, AMO has been running its own AI-driven software called evidence.ninja focusing primarily on the climate-oriented disinformation and online manipulation, including those sponsored by the Russian Federation, |
